When the Dubai Land Department updated its investor visa eligibility criteria last Tuesday, it did so without a press conference or formal gazette notice. The changes appeared on the Cube platform — the DLD's dedicated investor services hub — and were picked up by Gulf News and Khaleej Times within hours. By Friday, real estate brokers across the emirate were fielding a surge of enquiries from buyers who had previously written off the residency pathway as financially out of reach.

The core change is straightforward. The AED 750,000 minimum property value that had been a condition of the two-year investor residency visa since 2009 has been abolished for sole owners. Any foreign national who holds a completed freehold property registered exclusively in their name — regardless of its price — may now apply. A studio in International City at AED 380,000 qualifies on the same basis as a penthouse on Palm Jumeirah.

The joint-ownership picture requires more careful reading. Each co-owner in a shared title must independently hold equity worth at least AED 400,000. Two buyers acquiring a property at AED 700,000 with equal shares hold AED 350,000 each and neither qualifies under the new framework. The same buyers purchasing at AED 820,000 with equal shares each hold AED 410,000 and both qualify. It is a rule change that simultaneously lowers the bar for individuals and raises it, in some configurations, for couples and business partners buying together.

Analysts at Oliva real estate advisory estimate that approximately 17 percent of sole-owner transactions in Dubai's first quarter of 2026 fell in the range now newly visa-eligible. The communities most affected are JVC, Dubai South, Discovery Gardens, and parts of International City — areas that have long served as the entry point for Dubai's mid-income professional class.
