Montenegro is a small country in the Balkans, on the eastern coast of the Adriatic Sea, between Croatia and Albania. Budget property here includes not only apartments and studios, but also houses in need of renovation, half-houses, land plots, and small commercial spaces. The most popular budget destinations are Sutomore, Bar with the suburbs of Šušanj and Uteha, as well as Igalo and Herceg Novi in the north. Those who are not tied to the sea should consider Podgorica, where the price per square metre is lower. Where to Find Cheap Housing in Montenegro

Cheap areas in Montenegro are cheap for a reason, and prices there have also risen over the past year. Sutomore is the most affordable resort on the Montenegrin coast: small studios of 20-25 m2 are sold from 45,000 euros, not from 25,000 as they were just a couple of years ago. These are mostly older buildings without elevators, with shared walls between neighbors. Bar and its suburbs Šušanj and Uteha are more expensive. But they are closer to urban infrastructure and the port — from 65,000 euros for a renovated apartment. Igalo and Herceg Novi in the north of the bay offer secondary market properties from 70,000 euros: there is a sanatorium and healing air nearby, but the coastline itself is rocky. Podgorica is an option for those moving to Montenegro for work rather than for holidays: the price per square meter in the capital is lower than by the sea. The beach is about an hour's drive away. Budva, Kotor and Tivat are no longer within this budget — there prices start from 150,000 euros and above.

If the goal is to rent out to tourists in summer, the difference between Sutomore and Bar pays off in 2-3 seasons: by the sea, occupancy rates are higher. If the goal is to live year-round and save money, secondary properties in Igalo or Podgorica are more profitable over the long term rather than at the start.

In short: in 2025, coastal property became 29% more expensive — planning your budget based on prices from three years ago is no longer viable.

Installment Plans Instead of Mortgages

Installment plans from developers replace mortgages for most property buyers in Montenegro. The country's banks are reluctant to lend to foreigners without residence permits. The typical arrangement is 30-50% down payment and the remaining balance over 12-24 months without a bank and without interest. Missed a payment on schedule in Montenegro? In most contracts, the developer has the right to terminate the installment plan and withhold part of the money already paid as a penalty — this condition is almost never highlighted in bold in the advertisement itself.

What to check: the clause on the consequences of late payment in the installment contract, not just the percentage of the down payment itself.

Residence Permit Through Property Purchase: Threshold Raised to 150,000 Euros

Until January 17, 2026, the purchase of any property in Montenegro entitled the buyer to a residence permit without any price threshold. This has changed. The new version of the Law on Foreigners raised the threshold to 150,000 euros. The applicant must own at least 50% of the property — buying a studio together with a partner for a smaller share will not qualify for a residence permit. The rule does not apply to citizens of the EU, Norway, Switzerland, Iceland and Liechtenstein — for them there is no price threshold.

Important: if you obtained a residence permit through property before the law came into force, the old rules still apply when renewing your status. However, you cannot sell the property — ownership is required for the entire duration of your status. The residence permit through property in Montenegro is not the same as citizenship by investment: the country closed that separate program on December 31, 2022, and it has no relation to today's property purchase rules. Processing a residence permit takes about 40 days after submitting documents to the Ministry of Interior.

What Lies Behind the Minimum Price

A 30 m2 attic studio or a secondary market property from previous owners — that is what most often hides behind a price of 45-55 thousand euros in Montenegro. For the minimum budget, you are usually offered either a very small space or an apartment on the secondary market that needs renovation: old plumbing, wiring that needs replacing, no central heating. It is also worth checking the legalization documents separately. In August 2025, a law on the legalization of buildings without a full set of permits came into effect in Montenegro, which is particularly relevant for the real estate market there due to the high proportion of older properties. A property marked nema dozvolu (without a permit) is best not purchased without a lawyer — legalization can take months and cost additional money beyond the listed price.

How Transactions Are Conducted and Rental Yields

Since May 8, 2026, all real estate transactions in Montenegro worth 10,000 euros or more must go through settlement accounts in local banks. Cash and transfers from accounts in other countries are no longer accepted for such amounts. Due to this rule, buyers should open an account with a local bank in advance, rather than expecting to arrange everything during a single visit before the transaction. Renting out a budget apartment yields 3.5-6.5% per annum under long-term rental to locals. During the tourist season in major coastal cities — up to 10% per annum on short-term rentals through Airbnb.

Conclusion: for rental income, the size of the apartment matters less than the distance to the tourist promenade.

Taxes Upon Purchase and After

The property transfer tax when buying secondary market property in Montenegro is 3% of the transaction amount. The buyer pays it. If you are buying a new build directly from a developer with VAT included in the price, you do not need to pay this tax separately — it is replaced by 21% VAT already included in the cost. Income tax in Montenegro is one of the lowest in Europe: a progressive scale of 9-15%, with income up to 700 euros per month exempt from tax altogether. If a foreigner lives in the country for more than 183 days in a year, they become a tax resident of Montenegro. This affects where exactly they must pay tax on rental income. The tax authority will recover the debt through court proceedings rather than just sending a reminder — the legal proceedings will fall on the owner's shoulders regardless of whether they live in Montenegro or have already left.
